When is freedom of expression restricted in Germany?

Why — for every option

  1. A — Correct: freedom of expression finds one of its limits in the right to personal honour (Art. 5(2) Basic Law); knowingly false factual claims about others are not protected.
  2. B — Expressing opinions about the government is precisely a core area of protected free speech, not a restriction on it.
  3. C — Discussing and criticising religion is generally covered by freedom of expression.
  4. D — Criticising the state is a central part of democratic freedom of expression and is not restricted.
