What does every German federal state have?

Why — for every option

  1. A — Foreign policy is a federal matter (Art. 32 Basic Law); federal states do not have their own foreign ministers.
  2. B — The currency (euro) is regulated uniformly at the federal and European level, not by the individual states.
  3. C — Defence lies with the federal government (Art. 87a Basic Law); the states have no army of their own.
  4. D — Correct: each of the 16 Länder has its own state government with a Minister-President and its own ministries — that is the core of federalism.
