What is permitted at Bundestag and Landtag elections in Germany?

Why — for every option

  1. A — Voting on someone else's behalf is forbidden — the right to vote is strictly personal (exception: an assistant for someone with a disability, who only provides technical support and does not decide themselves).
  2. B — Correct: postal voting (§ 36 Federal Elections Act) is a permitted, and in practice very commonly used, way to cast a vote without appearing in person at the polling station.
  3. C — Voting by phone is not permitted, for reasons of ballot secrecy and protection against fraud.
  4. D — The minimum voting age for Bundestag and most Landtag elections is 18, not 14.
